Maintenance of Effort Certifications
Measure U (and previously, Measure T) is to provide supplemental local funding to partner agencies for the maintenance and rehabilitation of the local streets and roads, and transportation infrastructure. To remain eligible for Measure U funds, partner agencies must continue investing local funds into their own local streets and roads programs.
Under Measure U, each agency’s Maintenance of Effort requirement is calculated annually. In the first year of the measure, each agency must spend local general fund revenues equal to at least 20% of its most recent, audited local streets and roads sales tax revenues. In future years, the requirement is recalculated based on the agency’s most recent audited revenues, with the required amount increasing by no more than 2% over the prior year’s requirement.
Each year, partner agencies submit a certified resolution confirming that they have met the required Maintenance of Effort. Resolutions can be found below.
Equivalent Fund Certifications
Measure U requires partner agencies to spend other local, non-discretionary funds equal to 7% of their Local Streets and Roads sales tax allocation on Class I or Class IV bicycle facilities. This requirement helps ensure that Measure U supports active transportation improvements in addition to local street and road maintenance.
Each year, partner agencies submit a certified resolution confirming that they have met the required Equivalent Fund commitment. Resolution can be found below.
