CBTP
Community-Based Transportation Plans bring local residents, community organizations, and transportation agencies together to improve mobility options for disadvantaged residents. The last approved CBTP was approved in 2020. Napa Valley Transportation Authority (NVTA) staff began work on an updated Community-Based Transportation Plan (CBTP) in July 2024. The purpose of the CBTP is to identify Equity Priority Communities, based on census data and criteria, and conduct specific outreach to those communities to identify transportation gaps and develop strategies to overcome them.
Nine EPCs were identified in Napa County and NVTA conducted public outreach directly in the EPCs during the Spring and early Summer of 2025 to gain knowledge about what transportation improvements are important to the residents. NVTA has created community profiles, conducted interviews with organizations that work with residents of Equity Priority Communities and is currently drafting project recommendations based upon the feedback received. NVTA staff met with local jurisdictions to review project ideas, check the feasibility of them and align them with each jurisdiction’s current local priorities. NTVA presented the draft version of the plan at the October 15, 2025 Board of Directors Meeting, officially opening the plan to the public for review and comments. What is a CBTP?
The purpose of the CBTP is to improve mobility options and close transportation gaps for low-income and disadvantaged communities in Napa County. To establish the foundation for the plan, the Metropolitan Transportation Commission (MTC) evaluates census data to identify EPCs. NVTA staff expanded that effort and identified four additional EPCs, beyond the four EPCs identified by MTC. The primary focus of the Community-Based Transportation planning process is to directly engage with disadvantaged Napa County residents to identify missing transportation needs not currently being met.
