NVTA – Tax Agency

The NVTA – Tax Agency was created to manage and allocate its sales tax funding from Measure T and Measure U. Its purpose was first outlined in the Measure T Sales Tax Ordinance 2012-01, which was approved by voters in 2012.

The 12 member NVTA – Tax Agency Board of Directors consists of:

  • The mayor from each of Napa County’s five incorporated jurisdictions;
  • One councilmember from each of each of Napa County’s five incorporated jurisdictions; and
  • Two members of the Napa County Board of Supervisors.

The Board of Directors meets the third Wednesday of the month at 1 p.m. in the NVTA Board Room, 625 Burnell St., in Napa.

In 2024, in coordination with its Joint Powers Authority (JPA), NVTA – Tax Agency developed a proposed Ordinance and Expenditure Plan that would replace Measure T. All member jurisdictions approved the proposed plan at their respective council meetings and the first reading of Measure U Ordinance No. 2024-01 was brought to the NVTA-TA Board of Directors meeting on May 22, 2024. Following Board approval, a public notice was published on the agency website, in the Napa Valley Register and at the NVTA-TA Clerk’s office as outlined in this legal summary.

The second reading and adoption of Measure U Ordinance No. 2024-01 was passed unanimously at the June 26, 2024 NVTA-TA Board of Directors meeting. This approval adopted Resolution 24-02-TA: Requesting the Napa County Board of Supervisors call a special election on November 5, 2024 for the purpose of obtaining voter approval of the Napa Valley Transportation Improvement Act and Expenditure Plan continuing a transaction and use tax Expenditure Plan.
