About our Tax Measures

Since 2012, Napa County voters have supported a 1/2-cent sales tax measure dedicated to the improvements of local streets and roads, beginning with Measure T.

In 2025, Measure T was replaced by Measure U, which allows for bonding in an effort to build projects faster, while also addressing regional highway bottlenecks.
Measure U is expected to generate roughly $500 million over its 25-year lifespan. Funds generated under Measure T and Measure U are for the reconstruction and rehabilitation of local streets and roads and related transportation improvements such as sidewalks, ADA ramps, curbs, and gutters.
Napa County, the Town of Yountville, and the Cities of Napa, American Canyon, St. Helena, and Calistoga received the first Measure T revenue disbursement in January 2019.
The initial ballot measure also created an Independent Taxpayer Oversight Committee (ITOC), a citizen oversight committee that helps ensure transparency of local sales tax revenues.
