What is a Countywide Transportation Plan?

The Countywide Transportation Plan outlines priorities for the Napa Valley Transportation Authority and Napa County’s transportation system to relieve congestion, improve traffic safety, create more active transportation infrastructure, provide more reliable and frequent bus service, and maintain and repair the existing transportation system.
The Plan provides a direction for the next five years while considering land use, environment, population and financial projections up to 2050. A countywide transportation plan is updated every 4-5 years to reflect changing conditions, technologies, policies, and funding opportunities, ensuring the plan stays relevant and actionable. Regular updates also help to regularly incorporate public input, keeping long-term goals aligned with current needs. Measure U, passed in 2024, continues the legacy of Measure T to provide funding to improve and maintain local roadways and improve traffic conditions on Napa’s highways. However, it can’t be the only source of revenue.
This plan is part of a regional planning process, and some elements will eventually be part of the Plan Bay Area, the regional transportation plan published by the Metropolitan Transportation Commission. Programs and projects submitted for inclusion in Play Bay Area must reflect financial constraints, but this plan also includes projects that are not yet funded, to allow projects of merit to advance should additional funding become available.
NVTA strives to overcome the transportation obstacles of today and plans to address the challenges of tomorrow with the Plan’s programs, policies and projects.

The Project Team is hosting an open House at NVTA’s Board Room (625 Burnell Street, Napa) with interactive activities and opportunities for small group discussions. Drop-in for any amount of time to chat with NVTA staff, Board Members, Committee Members, and the consultant team about the project. Refreshments will be provided!
A series of maps has been developed to show existing countywide multimodal infrastructure and services, including transit facilities, crash history, Equity Priority Communities and priority development areas. This section also includes key plans and guidance documents that lays the framework for this Countywide Plan.

NVTA Board of Directors Board Retreat
The Project team hosted the 2025 NVTA Board Retreat to kick-off the Countywide Transportation Plan. Board members were about to learn more about the project and why an update is needed and how they will participate throughout the project development.
The public was invited to attend the Board Retreat hosted at the Redwood Credit Union Community Meeting Room (480 Devlin Road)
From August 2019 to January 2020 and again in April 2021, NVTA gathered input from residents across the County through this website and various community events. The same information and similar feedback opportunities were available online and at pop-up events. Read the plan.
