Transportation Development Act - Article 3

The TDA-3 program is funded by approximately 2% of the ¼ cent Statewide Sales Tax. NVTA receives the sales tax revenues generated in Napa which is approximately $200,000 per year in revenues. All of Napa jurisdictions are eligible to apply for these funds. Unused funds are accumulated and rolled over for programming in future cycles. The TDA-3 program provides grants for local bicycle and pedestrian projects and programs, with an emphasis on Quick Build projects.

TDA-3 Program Funding Update: 04/20/26
The NVTA Board of Directors has approved local guidelines and a Call for Projects for Fiscal Year 2026/27 and 2027/28. Staff anticipate that approximately $450,000 will be available for programming over the course of this 2-year period. Applications for funding are open to public agencies within Napa County.  Consistent with adopted guidelines, preference will be given to Quick Build projects (up to $50,000 per project), as well as projects that provide a safe route to school and/or transit and which are located at or along the High Injury Network.

Applications are due to NVTA by 5:00pm on Friday, May 1st, 2026. Staff will develop a recommended projects list, which is reviewed by the NVTA Active Transportation Advisory Committee (ATAC), Technical Advisory Committee (TAC), and will be presented to the NVTA Board of Directors for programming at their regular meeting of June 17, 2026.
