Highway 29 – American Canyon Improvements

This project aims to improve safety and operations, support transit, and increase multimodal options for pedestrians and cyclists along the State Route (SR) 29 corridor in American Canyon. In February 2023, the Napa Valley Transportation Authority (NVTA) selected two build alternatives and a no-build alternative for detailed evaluation in the project approval and environmental document (PA/ED) phase. NVTA initiated the PA/ED phase in April 2024 to further analyze these alternatives and ultimately select a preferred alternative to proceed with detailed design.
Under both build alternatives, the corridor would be reconfigured with multimodal enhancements: narrowed general purpose lanes, improved transit operations, and enhanced bicycle and pedestrian facilities. Build Alternative 1 would implement these features on the existing signalized corridor. Build Alternative 2 incorporates roundabouts at intersections with crossing treatments for pedestrians and cyclists. In Winter 2026, the American Canyon City Council and the NVTA Board of Directors expressed support for Alternative 1. Environmental clearance and Caltrans project approval for Alternative 1 is targeted by the end of 2026.

Update – February 2026
Following a corridor intersection analysis completed by Kimley-Horn, the NVTA Board of Directors and American Canyon City Council supported signalization coupled with multimodal improvements at six major intersections as the preferred alternative in February 2026.

In April 2022, the Napa Valley Transportation Authority, the City of American Canyon, and Caltrans held a virtual presentation of the two proposed alternatives for the improvements to State Route (SR) 29 through American Canyon. This presentation was open to the public, and anyone was welcome to attend. This project included a brief presentation by the project team. The presentation summarized the overall project, discussed the two selected alternatives, and provided an overview of the next steps for the PA/ED Phase. Following the presentation, attendees were invited to ask questions and share comments with NVTA, the City of American Canyon, Caltrans, and project team representatives.

NVTA is working with Caltrans and American Canyon on multimodal and operational improvements to Highway 29 between Napa Junction and American Canyon Road. The Project Initiation Document (PID) builds off the prior study completed as part of the Highway 29 Comprehensive Multimodal Corridor Plan (CMCP), which was released in 2020.
The project purpose:
- Improve mobility for all users
- Improve safety for all users through Vision Zero
- Eliminate overhead utility poles
- Improve corridor aesthetics
- Reduce vehicle miles traveled (VMT) by encouraging transportation mode shift
- Improve access to businesses along SR 29
- Improve accessibility for all modes of transportation
The project need:
Regionally, SR 29 provides direct connection between Solano, Napa and Sonoma counties in the North Bay. Locally, SR 29 is also the lifeblood of access into and out of Napa County. Vehicle volumes on SR 29 are comparable to other nearby state highways SR 12 and SR 37. However, because the SR 29 corridor functions as American Canyon’s “Main Street,” it experience significant safety, aesthetic, and operations issues between Napa Junction and American Canyon Road. Some of the most pronounced issues of the corridor include:
- Lack of multimodal connectivity – particularly for bicycle and pedestrian access – along and across SR 29
- Lack of low-stress routing options for bicyclists and pedestrians along SR 29
- Lack of public transit lanes, facilities and pullouts for stops
- Lack of aesthetic benefits like landscaping to help define American Canyon’s Main Street
- Regional traffic congestion which hinders access to American Canyon’s commercial business
- Constraints at intersections that cause extensive queueing, bottlenecks and delays

Soscol Junction Interchange Project-Napa County
Soscol Junction at SR 29, SR 221 and Soscol Ferry Road, is now open and improving traffic flows in Napa County!
Napa Valley Vine Trail
The Calistoga-to-St. Helena section of the Napa Valley Vine Trail opened to the public in August 2024. Efforts now focus on completing the 47-mile path that will span all of Napa Valley once finished.
Vine Transit Maintenance Facility
The state-of-the-art Vine Transit Maintenance Facility, completed in March 2024, includes the equipment needed to support the future of sustainable transportation, such as hydrogen technology.
Napa Valley Forward
NVTA is collaborating with the Metropolitan Transportation Commission (MTC) on the Napa Forward program that will make improvements on SR 29 in Oakville.
