What is the Accessible Transportation Needs Assessment (ATNA)?

Transportation challenges for seniors and disabled community members living in unincorporated parts of the county not served by public transit or traveling to areas outside the county have prompted many discussions among local stakeholders serving these populations. In March 2022, the Napa County Commission on Aging held a Transportation Needs Summit in Yountville and invited representatives from multiple organizations to resume discussions in preparation for a countywide transportation needs assessment. The summit attendees noted that adequate transportation presents a major challenge for seniors and disabled community members and that it is a collective problem, that needs to be addressed by multiple entities. NVTA agreed to take the lead role in the countywide Accessible Transportation Needs Assessment with robust stakeholder participation.

NVTA worked with consultants Nelson/Nygaard Consulting Associates Inc., experts in the field of transportation mobility to study gaps in services and transportation needs across the target populations throughout Napa County and created recommendations for achieving equitable and improved transportation options for seniors and disabled individuals. The process took just over one year to complete.

What does the ATNA study include?

  • Analysis of all existing transportation services and programs
  • Coordination with the County of Napa on its Napa County Older Adults Assessment (NOAA)
  • Evaluation of gaps in marketing and communications strategies for services
  • Identification of transportation needs and gaps specific to seniors and individuals with disabilities
  • Development of transportation service alternatives and programs
  • Analysis and feasibility assessment of alternatives and programs
  • Development of vision, goals, objectives, and policies with an action and funding plan
  • Community outreach and feedback assessment

Next Steps

NVTA is in the process of forming an Implementation Working Group (IWG) with Public Health, Healthcare Providers, Senior and Disabled Community Advocates, Molly’s Angels, and other private transportation providers operating in Napa County.  This group will meet quarterly under an established workplan to work towards implementation of key strategies identified on the plan.
